why does bathroom sink drain slowly unless I fill and then open stopper?

My Bath sink drains very slow if I turn on the tap with the stopper open, however if I fill the basin with the stopper closed and then open the stopper to the normal position it drains very fast. How can I make it drain faster under normal open conditions? The plumbing was installed by a plumber and passed inspection a few years back.

That is due to a clog in the elbow or the stopper lever. Filling the sink and draining has a higher water pressure and the water goes down fast. With just the valves on the pressure is lower. Pour some Draino down the drain and clean it out or if you have a lever type stopper then remove the rod by unscrewing the cap on the side of the drain pipe and remove the stopper. You will find a lot of gunk there.
